AVA CERTIFIED for Public Procurement
The Lagos State Civil Society Partnership (LACSOP) in collaboration with procurement experts from the Procurement Observation and Advocacy Initiative (PRADIN), the Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN), and with the support of its strategic partner, the State Accountability and Voice Initiative (SAVI), of the United Kingdom Department of International Development (DfID)held a Two days Capacity Building Workshop For CSOs on Effective Engagement of Lagos State Public Procurement Process.
This event was held on 17th to 18th September, 2014 in Lagos , Nigeria and in attendance was our Director Olaiya Ggenga Bukola.
The opening remarks was brief on the subject and given by the GM/CEO Lagos State public procurement agency Engr. Akin Onimole.
The lead paper which was informative and educative was given by Mohammed Bougei Attah, national coordinator, procurement observation and advocacy initiative and his paper was titled; Overview of public procurement processes: Understanding public procurement and implementation.
The paper provide participant with the skill to undertake simple and routine public procurement within the Government of Nigeria regulatory environment and to provide in and out to and/or assist in major procurement activities.
After the paper we understood the meaning of public procurement and the Government procurement legislation, policies and guidelines; understand the procurement framework plan for the tendering for supply or procurement of works, goods and services. We had an interactive session where Lagos state public procurement law 2011 was reviewed and it was moderated by Barr.Ayo Adebusoye of Lagos state Public procurement Board. All the participant were made in groups to review and adopt public procurement observation and evaluation checklist
The second day was started by reviewing the previous day papers. All were made to participate in this review. A case study of Public procurement assessment, Analysis and reporting was presented by Mohammed Attah. A real life situation was analyzed. After that session we had a syndicated work; code of conduct for NGO’s involved with public procurement observation and evaluation.
